Electronic Payment Disclosure and Authorization

Definitions: As used in this Agreement, the following terms are defined. "You" or "your" means the person who accepts and agrees to the electronic bill payment for multiple billing entities and the financial obligations, bills, permit fees or donations that an entity’s citizen may incur with that billing entity. These electronic payments will be provided by a third party bill-pay service provider.

Use of a Third-Party Bill Pay Service-Provider:
Hamer Enterprises – "Government Payments " is the third-party bill and payment service provider that a billing entity has contracted with to provide electronic bill pay service as it relates to that billing entity’s citizens and that citizen’s need to pay an obligation via an electronic payment method. Hamer Enterprises’ – "Government Payments " processes electronic payments for various billing entities and the financial obligations, bills, permit fees or donations that a citizen of a billing entity may incur with that billing entity, all of which would be processed via Hamer Enterprises’ – "Government Payments" eCitizen Portal.

Types of Available Electronic Payment Transactions:

  • "One-Time" payments are payments that are not recurring.
  • "Recurring" payments are payments that are recurring on a fixed interval and fixed amount. You have the option (where available) to set automatic payments to continue for a specific number of payments. The recurring payment process can be stopped by either coming back to this "eCitizen Portal" to request discontinuance of this service or by contacting Hamer Enterprises’ – "Government Payments " at 1-800-926-3466.
  • "Auto Pay" is similar to recurring payments, except there is no specifically designated number of payments. This payment process can be stopped by the billing entity citizen by either coming back to this eCitizen Portal and select to discontinue this service or the citizen can contact Hamer Enterprises’ – "Government Payments " at 1-800-926-3466 and request that this "Auto Pay" service be discontinued.

Registering / Set Up for Bill Pay


The Hamer Enterprises’ – Government Payments' "eCitizen Portal" allows you to make payments from either your bank account or your credit card. In order to use some of the more comprehensive bill paying functions such as "Auto Pay" or "Recurring" payments you must become a registered user of Hamer Enterprises’ – Government Payments' "eCitizen Portal" that is used for fulfilling financial obligations to a specified billing entity. Once you have access to your billing entity’s "eCitizen Portal" account online, you may apply for various types of bill paying processes by which to satisfy your financial obligation to a billing entity, all of which will be paid/processed via Hamer Enterprises’ – Government Payments "eCitizen Portal".

Terms and Conditions:


The following terms and conditions apply to your use of Hamer Enterprises’ – Government Payments "eCitizen Portal" (this website). Your use of Hamer Enterprises’ – Government Payments, "eCitizen Portal" constitutes your agreement to these terms and conditions.

For each bill that is paid, a separate convenience fee may be charged. This convenience fee will be disclosed to you, prior to submitting any payment. If you use eCitizen Portal to issue recurring payments or enroll in "Auto Pay" services, then the fee rates/terms will be disclosed to you upon enrollment in Auto Pay, or recurring payments.

This convenience fee covers the cost of the Credit Card Company and electronic check processing fees. The charge on your statement for any of these service fees will appear on your credit card statement notated by the words "Government Payments" or "Hamer Ent Svc Fee"

NOTE: If your credit card fails to be processed, Hamer Enterprises’ – "Government Payments " services will attempt to send out an email notification of that failure. However, it is your responsibility to insure that your email provider or client is properly configured to receive our email messages, sent from billpay@ecitizenportal.com

In addition, if any credit card or bank transactions fail to be processed due to inaccurate or outdated billing information (particularly as it relates to an "AUTO" payment transaction or a scheduled "Recurring" payment transaction), you will be expected to pay any associated NSF Fees, and accept responsibility for any additional late charges associated with failure to make a timely payment. Therefore, it is incumbent that if your credit card number changes or your bank account number or current banking source changes that you update your payment methods used on this website accordingly. Failure to make these updates, should they become necessary, is completely the responsibility of the card holder / bank account holder. Hamer Enterprises’ – "Government Payments " will not assume any responsibility for the obligation(s) of bank account number/routing number maintenance or credit card number maintenance.

Unauthorized Transactions:


Your liability for unauthorized transactions are defined by Federal law. To this end, Federal law limits your liability for any fraudulent, erroneous unauthorized transaction from your bank account or credit card account based on how quickly you report it to your financial institution. As a general rule, you should report any fraudulent, erroneous or unauthorized transactions to your bank no later than 60 days after the questionable transaction FIRST appears on your bank account statement. You should contact your bank for more information about the policies and procedures that apply to your account and any unauthorized transaction, including any limits on your liability.

Agreement Changes:


Hamer Enterprises’ in conjunction with this bill paying entity, may at their mutually agreed discretion, change the above Terms and Conditions as it relates to the use of the Government Payments "eCitizen Portal" at any time without notice. If any change is found to be invalid, void or for any reason unenforceable, that change is severable and does not affect the validity and enforceability of any other changes or the remainder of these Terms and Conditions.

YOUR CONTINUED USE OF YOUR AUTHORIZED BANK ACCOUNT OR AUTHORIZED CREDIT CARD AS A PAYMENT METHOD WITHIN THE GOVERNMENT PAYMENTS "eCITIZEN PORTAL" IS DEEMED AS AN ACCEPTCANCE OF ANY CHANGE OF THESE TERMS AND CONDITIONS.
